Appearance: Like Gigi (Experiment 07) He has a dog like appearance, Yorkshire Terrier.
Bio: Jumba made this experiment to be able to translate enemy forces coded messages in order to know what attack was coming, but with this also change the spoken language of a certian target to any other in the known universe.
Story Idea: Nani gets angry at Lilo as she says the Lilo listens to her like she's talking in another language. Meanwhile the Dalmatians arrive in Hawai (The story could take place between the plot of Dalmatian Vacation and before Leroy and Stitch and the anime) and Lucky, Rolly, Cadpig, Spot (the chicken) Patch, Two-Tone, Dipstick and Whizzer run off from the main group. Elsewhere Experiment 099 activates and when he finds Lilo, he changes her native tongue to speak Earth Dog, Lilo then finds Stitch; Stitch is able to understand her ( he's got a touch for speaking dog after pretending to be one) and they go off to catch the experiment. They then run into the Dalmatians that left the main group and (after some presuasion) together they team up to catch the experiment
